Step 1: The record of the registration of land/ property in the Sub-Registrar’s office is necessary by the applicant.
Step 2: The applicant needs to acquire the property registration document i.e. Dalit. The registration may include Gift Registration deed/ Sale Deed Registration or any registration deed that may arise from the process of owning land.
Step 3: The applicant must apply for a mutation i.e. Application form for Mutation in (Form No.21 of the TRLR Act) is to be applied and for this, the applicant needs to visit the Tehsil office.
Step 4:
- The Tehsildar by making a counterfoil, duly filled in and signed will acknowledge the receipt of such application form of Mutation.
- He will enter all the details in his Mutation register(Form 20 of TRLR Act) by referring to such Application form
Step 5:
- A date will be fixed for the hearing and the notice for the same will be generated and served to all the landlords.
- If there is any written or oral objection to mutation is received then it will be recorded in the disputed mutation case register(Form 22 of TRLR Act).
- The objection acknowledgment will be given in Form 23 of the TRLR Act.
Step 6:
- The entries in the mutation register will be reviewed by the Circle Officer i.e. DCM or RI.
- The Circle Officer will order for field inquiry to the Tehsil Office before the date of the hearing.
- An Admin will conduct the field inquiry.
Step 7:
- The applicant will be required to submit the Form B(Form for getting new RoR i.e. Record of Rights) after the hearing.
- At the same time, the Tehsil office will prepare the Touzi mill register, Badar Register, and Jama Bandi register.
- After preparing such registers, the case records will be sent to DCM’s Office.
- After the verification of all the documents, DCM will pass an order of mutation over Form B.
Step 8:
- When handling the Record of Rights or Khatian, the charges are collected from the applicant of Rs 15/- per page of Khatian and an extra Rs 4/- per extra page of such Khatian.
- An acknowledgment receipt will be issued to the concerned applicant which will serve as proof of collection of charge.
